Which size fits your child?
Stand your child on a sheet of paper against a wall, mark the longest toe, and measure from the wall. Do it in the evening: feet swell during the day, and that is the foot the shoe has to fit.

Viking lists EU 27 for feet of 17.3 to 17.8 cm, growing room included. Our own four-year-old is in EU 27 right now, measured at home the same way.
Kuoma publishes inner shoe measurements, not foot sizes, and asks for 15 mm of free space in front of the longest toe. Measure the foot, add 1.5 cm, and pick the size whose inner length clears it.
