Stand your child on a sheet of paper against a wall, mark the longest toe, and measure from the wall. Do it in the evening: feet swell during the day, and that is the foot the shoe has to fit.

Viking lists EU 25 for feet of 16 to 16.5 cm, growing room included.
Kuoma publishes inner shoe measurements, not foot sizes, and asks for 15 mm of free space in front of the longest toe. Measure the foot, add 1.5 cm, and pick the size whose inner length clears it.
